The rules here are specific. The state seed-to-sale system is Metrc. Licences are structured a particular way. Most farms sell wholesale to dispensaries they don’t own. The first version of Prime Origins is shaped around all of it.

Four rules that shape the product.
Metrc is the state system.
New York uses Metrc for state seed-to-sale tracking, following its move from BioTrack. Plants, packages and transfers are reported there, often after the fact from spreadsheets.
One cultivator licence can cover more than one location.
Cannabis Law §68(5): one adult-use cultivator licence may authorise cultivation in more than one location, under criteria set by the Cannabis Control Board in regulation. Each location still needs approval.
A cultivator may also process and distribute its own products.
Cannabis Law §68(3): an adult-use cultivator may apply for and obtain one processor licence and one distributor licence, solely for its own products. Those licences are applied for separately.
Most farms sell to stores they don't own.
New York largely keeps cultivation and retail apart, so most cultivators sell wholesale to licensed dispensaries, usually on terms. That is where the paperwork, and the wait for money, pile up.
